Beyond detecting a proxy, this flag confirms a privileged admin role with upgrade power. The role is held by the deployer or a multisig (rarely time-locked).
Why it matters
Without a time-lock, admin upgrades are instant. The admin can pre-deploy a malicious implementation and switch the proxy in one block.

Read of the EIP-1967 admin slot + check whether the admin is a 3-of-5 multisig with delay (lower risk) or an EOA / 1-of-1 multisig (high risk).
